I have a problem with rasplex remembering my language settings. I set my language in Preferences -> Appearance -> Language & Region -> Language, but after a restart the language is changing back to the original language.

I've just tried the same thing on my own RPi, using RasPlex 0.4.1, and I do not have the same problem you describe. I normally use the default "English(US)" setting, but I switched it to "Swedish" and then restarted the unit, which came up with the Swedish language still active. Perhaps your problem is specific to the language you tried (possibly due to some malformed data file), so please specify which language entry you used, so that I and other testers can try the same.
Another possible cause for 'lost settings' could be if you're using a 256MB RPi, as those are not suitable for use with modern RasPlex versions. Both PHT and RasPlex have grown significantly in complexity over the last year, and now require more RAM.
Btw: Even after a successful change of language settings some of the strings displayed will still be unchanged. This is partly because many translation files are old and incomplete, lacking new features, but also because the section names and established media titles are not translated at all. So if you set up your server using the English defaults for section names, then those section names will remain unchanged regardless of the chosen GUI language. And media titles and descriptions will remain displayed in whatever form they got when scanning the media (or editing metadata).
