If you search the forum for this error or parts of the error, you should find the answer
Unexpected error configuring transcoder: locale::facet::_S_create_c_locale name not valid

This is expected to be fixed in the next release and is an issue when the system locale differs from what the plexmediaserver.service file has the locale set to

To overcome the problem. edit the service file /etc/systemd/system/plexmediaserver.service to have the same Language / Locale values set as the OS’s locale settings and then run: systemctl daemon-reload and restart Plex Media Server

Very unlikely - in fact, cannot be the same issue.

Please enable debug logging on the server and restart the server and when you get the problem. find the Plex Media Server.log and upload it in a new forum topic on the Plex Media Server Preview Releases forum
