Cant remote access, server on wifi (Shield)

I use my Shield as my Plex server, media is on a NAS on the same network. I haven’t gone in depth much with any settings, but it used to work beautifully at home and remotely. Recently moved to a new place, same ISP however there is no tidy way to hardwire the Shield this time around so its on wifi. That is the only thing I can imagine has changed since before, I’m thinking maybe before it was relying on a wake on LAN push? Seems unlikely though that it wouldn’t be able to do the same on wifi. I’m fairly neurotic about updates, I’m away from the server/NAS location now but I would imagine its the latest version, same as the player I’m trying now (Sony Android TV, my phone also reports the same, ‘server unavailable’)

The one other thing I will mention, the location I’m remoting from, my ISP has changed. This location is actually my permanent residence, but I’m only here the odd weekend due to work so I have no services and borrow wifi from my friends/neighbors with my router configured as a wifi bridge (sounds sketchy I know but I swear they’re aware). This worked fine before they changed ISP, and the new one they changed to is just a new reseller of the previous services at a discounted rate, so there has to be some drawbacks. For example you can stream netflix seemingly easily, but going on instagram will slow things to a crawl, so it seems there is some throttling or something going on. You also cannot access the ISP modem’s interface, any others I’ve had before always had the default password on a sticker on the modem/router, but this one doesn’t, it all seems a bit sketchy to me (ironic I know). I meant to try it on my phone earlier to see if I could reach it remotely via cell service but I have no service now at home so I cant test that way. I allowed unsecure connections on the server before I left the apartment, and just tried it on the app as well, no dice.

I’m probably out of luck until I can get back to our apartment but it anyone has a suggestion on something I can try in the meantime I’d like to hear it.
