Can't see plex media server

Player Version#: 1.5.0
I have plex media server running at all times. I have uninstalled and even tried to debug plex media server and it will not on your media page say I have plex media server installed on this computer.
Thus unable to add my media to the server. Running Windows 10

FYI: devices connected to my network is unable to see the plex media server.
This server use to work on this computer.

This is all i’m seeing. it doesn’t matter if I debug or uninstall and reinstall its still says I don’t have plex media server running. The server has been down since before Christmas. all devices connected to the computer do not see the plex server running too.
What changed in the program??
Also I only show my web browser on the computer that I downloaded plex media server on as an authorized device. Unable to add more, if I delete all devices it shuts down the website app and makes me log back in.

I am at the point of looking for other media server sources.
