Can't seem to transcode 4k - Can't figure out what in the chain is slow. Help?

Server Version#: 1.13.5.5332
Player Version#: Last Samsung App, Last XBOX App.

In both the apps i get buffering problem when trying to play a 4k transcoded.

Current Plex server is a VM (Vmware), 32gb ram, tried it with 2-4-10 and 20 cores.
CPU is roughly a 13500 mark.

Storage is a Freenas VM, disk speed should not be an issue (can pull at 120-150mb/sec).
TMP Folder is on a flash drive.
Transcoding setting is ‘make my cpu suffer’.

This being said, the plex vm has 0 delay accessing the disk, max uses 20% cpu, but the video buffers.

Cabling to the TV is on a 100mb network, thinking that might be the bottleneck i switched on the xbox client which is connected through 1gbe and still the same problem.

I dont know where to look at honestly, any hints?

Try installing PlexPy (Tautulli). It’s an analytics type python front end to Plex. One useful feature I found is, any video currently playing it shows the detailed streaming breakdown such as bandwidth required, bandwith in use, transcoding style.
