There is a language setting in the properties of each Plex library. This determines the language of the titles and the summaries.

This library default can be overridden for each individual movie (if desired) by editing the movie itself.
If you change either of the above, you may have to subsequently trigger “Refresh Metadata” on either the library or the movie.
