HD Homerun detects 65 channals which can be viewed.
But only 31 of them can been seen and selected in the Plex drop-down box.
Channels with an id > 1000 are not being listed.
Most likely it has nothing to do with the channel number.
Your screenshot only shows 26 with an ID# below 5000. Yet, you say that you can see 31 in Plex. So at least some that you can see have an ID above 5000.
(My own HDHR has all its channels numbered with IDs above 5000.)
Which app is used? The Plex for Desktop app, or the Web app?
If it’s the web app, are you using the hosted web app or the local one from your server?
And which web browser is used?
Which browser add-ins are activated?
Which drop-down box specifically are you referring to?
HDHomeRun Expand finds 65 channels. But only 31 of them can be activated in Plex DVR setup (not more to choose from in the dropdown box).
The dropdown is the one you use to assign channels to the Plexid. The id refered to was the HDHomerun id.
When using the HDHome Run app on Android all 65 channels can be viewed.
So I believe the way Plex read in the channels something get lost!

But when the channals are open in HDHomerun-App; I would expect Plex to be able to read them too.
What should block that? They are not encrypted at all.

That’s not true. If such a flag is set, software tuners are for instance not allowed to make recordings. Or if they do, that these recordings are only played back on the same device that made the recording. The HDHR software is compliant with these rules. That’s why they are allowed to tune these channels.
Plex however, cannot comply due to how its live tv support is designed. With Plex, it is always the server which is tuning the station, and the client is rarely on the same the same device. Also tuning into a live tv station always triggers a recording, in order to provide Pause functionality.

The flag you mention I would expect to be the same for all channals in my cable TV subscription. If you are right why can I then see 31 channals; many of which are Disney and other international TV providers.
Plex uses very old transponders files. You need a tool to fix it.
The are located on linux under Plex Media Server/ Resources/ Tuner/ Shared/ scanners/ dvbc/ transponders
Funny this is not needed on Emby or Jellyfin.
