If the TV supports hardware playback of AV1 it should be direct playing now without conversion.
Google added a software decoder for AV1 over a year ago. Even if your smartphone does not have AV1 hardware support it likely will direct play AV1 now.

The Panasonic LZ2000E runs a Panasonic-specific OS called “My Home Screen”. Looks like it would be on the Plex “Smart TV” app platform. I did see a Plex on the apps listed on a screenshot in this review. Also I have found this specs listing showing AV1 as supported.
Plex has previously needed to enable AV1 support on a model-by-model basis so likely this one just slipped through and wasn’t seen.

There are no Apple TV models that support AV1 in hardware, so it won’t direct play on that device. But since it’s not supported it should be triggering a transcode back on the server and you should be able to see the content transcoded at least. To pursue this issue you would want to supply client logs from the Apple TV and server logs so Plex can see why the transcode is not being done.
That would be an issue with Plex Media Server itself, though. Separate of Plex not working with the AV1 support for your smart TV.

I couldn’t find a listing for a plain 951. The model 951N and 951X are the same (besides the networking speed) and have an iGPU. It is Intel HD Graphics 610 (Kaby Lake). That will not have any AV1 hardware acceleration support, but it can still potentially decode in software okay. My own system does not have any GPU at all and I can transcode AV1.
So as far as the failure to play transcoded on the Apple TV, we’re still in a place where logs will be needed for Plex to look at and track down what is happening.

There’s definitely no transcoding taking place on the server. The new client (and at least Infuse) seem to be able to handle it, regardless of the hardware capabilities.
You disabled transcoding? To be clear, that means checking this box:

If you did that, it would explain why you can’t play the AV1 on the Apple TV.
It’s decoding in software. An Apple TV is powerful enough (due to using an older cell phone processor) it can handle it that way. Just like many older Android smartphones can play back AV1 now because Google added a software decoder to the system through the Google Play services.
Since this fellow is using the official public Plex client he wouldn’t have the option of using AV1 software decoding if they added it to the TestFlight app or Infuse.
Right, but the statement was that it wouldn’t direct play. Just because it’s happening in software on the Apple TV side doesn’t mean it’s not direct play-capable.
My point is that we can expect the Apple TV to direct play AV1, at least with the new experience clients (I haven’t tested the legacy one). (My Apple TV 4K is the 1st generation one.)
So, @d_ne6, what Plex app version are you running on your Apple TV (and what specific model is it)? Then we can see if this should be working.
Do we know that? I haven’t fully transcoded their side of the conversation yet.
From what I see here, my understanding is it’s pretty hard to get on the Apple TV TestFlight. So I wouldn’t expect he is on anything but the normal public release. Infuse would be something to try now, but really I wish someone from Plex would address the fact his TV’s abilities are being ignored more.

If you want to make the current public plex app play AV1 files, you can add an updated tvOS profile to your server. This will allow you to direct play, but it will decode in sw on the ATV, so everything may not play smoothly. I have it on mine, but I don’t use AV1 files regularly.
