Just adding my 2 cents to this discussion as a follow-up to another thread I had posted about this issue, here:
As noted, on our Shield TV’s, it is no longer showing any suggested content on the pre-play screen.
Server Version#: Version 1.18.7.2415
Player Version#: Current Plex app for the Shield (not sure of the version, but there are no pending updates)
