Consistently unresponsive and locking up

My setup is a 2012 Mac Mini i7 2.3ghz w/16gb RAM and 2x 1tb SSD internal running fresh install of Mojave and all tools. I have 3x Drobo 5D - 2x 5x12tb (Movies and TV) and 1x 5x6tb for backups. I have the latest Plex. Transcoding is done on the secondary SSD.

I’ve been having a BAD time for months now since a couple drives took a crap and I lost all my movies. Nothing has been the same and I can’t pinpoint a single cause. I re-encoded all my purchased media. Plex picked it up but I’ve been having all kinds of troubles with Plex being basically unusable any more since that crash. Under Catalina I had to frequently force quit the app on the TV and server then relaunch them. I optimized the db and cleaned the bundles MANY times yet often times Plex would be locked up. All the apps may seem like a lot but before, it was perfectly fine with that kind of load. The network is cabled. I have rebooted the router and switch. All other apps such as Amazon Prime and Netflix work fine. Yesterday I wiped the computer clean and did the fresh install of Mojave (downgrading from Catalina) and all tools. At first I used the old Plex folder but after still having issues, I moved it out of the way and started fresh. Trying to watch a show last night, it kept pausing for a second here and there. Sure the video could have an issue but given how I’ve had all the problems, I’m more inclined to think it’s something else. It was direct playing and not any kind of extremely taxing codec. Through out the day checking in on the re-indexing and downloading of the meta data and covers, I kept getting errors in the browser that the library was unavailable and to go to the forums. I had to optimize the db several times in a row just to get the library to load. On my AppleTV it would just drop all my media and only show me the Plex sponsored media. The only way to get it to pick up my content again is to force quit the app and reload it. Then, it can take as long as 30sec to a minute to load the episodes. Then another 30sec to a minute to start the playback. On macOS I can prioritize threads using nice/renice. What process specifically is required for Plex server when direct played (via my AppleTV) and which others would be needed to ensure Plex is the priority 100% of anything else non-system related? I’ve been trying this all day by giving PMS a renice of -5 and raising some of the higher CPU items to +5 to ensure Plex has all it needs and STILL it’s stuttering with the video. It’s not the CPU because I have three different Mac Minis and they all act the same way. The one I’m talking about right now has all new RAM and SSDs. I want my old Plex performance back! Any other suggestions of what to check?
