Constant Buffering direct play 4k

I am having one heck of a time getting plex to play nicely with my Xbox One X and HDR 4K files.

I know Xbox can’t play mkv hdr files because of whatever reason and probably wont be fixed for years.
SO I managed to change the container from MKV to MP4 and the file works but buffers every 10-15 seconds. That is not an exaggeration, I timed it, no less than 10 seconds and no more that 15 seconds and it buffers for 2-10 seconds.

The bitrate on the plex app is reported as ~49mbps

I am running plex off my Freenas with a LAGG port for 1gbps and using Netdata to watch the traffic.
It will boost up to 150mbps then down to 30mbps and every time it dips below 50, it buffers.

Why is it doing this? Everything is hard wired and local, all on 1gb links and switch. This is extremely frustrating, all I want to do is enjoy HDR 4K without buffering, transcoding, and other nonsense.
I am NOT getting an nVidia shield or anything so don’t suggest that either.

Wish the Plex devs would address these issues

Yea why do I feel like I have put several hours into troubleshooting this issue for free and the devs can’t be bothered to even acknowledge the issue is being worked on.
