I found this topic and thought it sounded similar to mine, so linked it:
My server is not underspec’d for this and it’s been working flawlessly for about 6 months until around the beginning of October. I can’t pinpoint exactly when I started having issues, but I think it was 2 updates ago.
I started noticing it after said update above. I tried watching a film on LG WebOS and it was having issues with the “auto” mode and kept flicking between 720p and potato res. I put it on Direct Stream (I have Sonos, so can’t ‘Direct Play’ due to lack of DTS support) and, again, this has always worked flawlessly. However now, only the audio played. I tried changing it back to a “transcoded” version and it would just buffer out.
So I tried streaming on my PS4, same issue again. Switched back to my LG WebOS app, and it seemed to run fine - if a little distorted in the video quality.
My brother phoned up and has since said the same thing was happening on his LG TV. He tried streaming on his Roku and that has worked better.
I’ve since had a mate message me on his Samsung TV App with exactly the same issues. My Samsung TV in the bedroom has been much better than my LG TV, but it has suffered buffering occasionally. I’ve checked my stream numbers using Tautulli and it’s not high enough to be causing an issue.
Oh, and to top it all off, my server is saying “Not available outside your network”. But it is available. And my players aren’t detecting the server “locally”, so automatically start with the “remote” profile which is the lowest 1080p stream. Not sure why as my firewall rules are configured and have been for some time.

Totally with you. I also have the issue with “Not available outside your network”. I given up on trying to fix it. Tried so many things.
I’m getting some excellent support on my thread so i hope the experts find something in the logs. As you say it used to work flawless a few updates back.
I’m seriously considering getting a AppleTV 4k next week. It works so much better and this week from what i tested the movies look much better as well. Somehow the color is more crisp.
Still great if the LG works properly again.
Update from me: I’ve tried playing on my Amazon Firestick in a different room. Exactly the same film played on 1080p both transcode and direct play without issue.
This is a really baffling issue. It effects some apps and not others. I can’t even narrow it down to 1 app because my mate has Samsung and so do I (in a different room), works fine on mine, but not on his.
I was having the same problem, running on Linux. The web UI was skipping, buffering - all on the local wired gig-E network.
I downgraded release by release until I found a stable version: plexmediaserver-1.16.6.1592. For now, I’ve locked the package so it won’t upgrade. If you’re having a problem try that version, see if it’s good for you.
The prior version in the Plex repo will then be selected. I just did that until the problem was not recreatable, at the version above. If you have the old package saved, on Fedora you can:
