Critical failure: Plex Media Server will not install, initialise, or run

I sent this in, but it’s reported you don’t provide customer service unless it’s on here. I’m not sure if the below is now still accurate but the screen information is, I’m sure. Very disappointed.

"Hi Plex Support,
I’m writing because Plex Media Server on my Windows 11 Pro system has completely failed to install, initialise, or run, and I need this escalated. I’ve attached screenshots to show exactly what I’m seeing.
Here is a clear summary of what has happened and every troubleshooting step attempted.
ISSUE SUMMARY
Plex Media Server installs but immediately crashes on launch.
The data directory at %LOCALAPPDATA%\Plex Media Server only ever contains two tiny files (.localadmintoken and setupplex.html).
Preferences.xml is never created.
No logs are generated.
The server never initialises and the browser shows “Not authorised” instantly.
The Microsoft Store Plex app also fails to install correctly.
TROUBLESHOOTING COMPLETED These steps were all performed carefully and repeatedly:
Fully uninstalled Plex Media Server.
Deleted the entire Plex install directory under Program Files.
Deleted the entire %LOCALAPPDATA%\Plex Media Server folder.
Rebooted the system multiple times.
Confirmed no Plex processes were running (Plex Media Server.exe, DLNA, Tuner Service, Update Service).
Disabled OneDrive sync and ensured it was not locking the folder.
Checked Task Scheduler for any Plex tasks (none present).
Disabled Plex autostart entries.
Verified Windows Defender is the only security software installed.
Confirmed folder permissions and ownership are correct.
Attempted a clean reinstall of the latest Plex Media Server build.
Attempted to install the Windows Store Plex app (fails to download or install).
Any steps not attempted were avoided because they risk compromising system integrity or stability.
CURRENT STATE
Plex Media Server still crashes instantly.
The data folder remains empty except for the two tiny bootstrap files.
The server never initialises.
The browser and the Windows app both report “Not authorised” immediately.
I cannot get Plex Media Server to run at all.
REQUEST I need Plex Support to review this case and advise on:
Why the server cannot initialise or write its configuration files.
Whether this is a known issue with the current Windows build.
Whether there is a deeper failure in the installer or binary.
Any advanced diagnostic steps or tools you can provide.
This system is otherwise healthy and stable, and every standard troubleshooting step has been exhausted.

Insta-crashes of Plex Media Server are usually caused by one of the following:

On Windows, there is no Preferences.xml. All its duties are taken over by the Windows Registry.

After installing Plex Media Server, you need to connect it to your plex.tv user account (i.e. “claim” the server). The procedure for Windows is laid out in here: https://forums.plex.tv/t/new-claiming-requirement-for-windows/839096/1

Ensure further that Windows has

  • only one active network connection. It is not recommended to use WiFi for the server machine.
  • the network connection has been classified as “private”. If it is set as “public”, Windows will close all open ports so that the server cannot be reached from outside the machine – not even from within the same local network.
