The error is being generated when trying to install the Media Feature Pack for windows 8

Make sure you are first up to date with windows update for recommended and important updates
There are probably some dependency on components that are not on your system

I found this thread after trying to install several versions of Plex. It would go through the whole install process and say it installed successfully but it didn’t and clicking on the “Launch” button did absolutely nothing. Looked in the logs and had an “Error 0x80070002: Failed to launch target”. So I followed the OP’s instructions to a tee. I couldn’t get it to work with the MSIFASTINSTALL 7 option. I googled what that was and found options 0,1,2,4 but no 7! Duh binary! :D. So I tried changing the option to ‘0’ and bam! it finally installed after trying for hours to get it to do something. Props for the OP and point in the right direction!
I must say, I have never ever had such a hard time installing anything.To have to do all of this just to get a damn program installed, you gotta be kidding me. Damn, I know it is free but it is totally ridiculous!

As far as i know, “7” is a “MsiHiddenPropertie” which will write additional lines to a Log for debugging suppose

Lets have a look at all the logs from this install
They would normally be in %Temp% and the filenames start with Plex Media Server_ and have file extension of .log - there would be a log file with name starting with dd_
Are you running the installer in a windows admin user account?
zip the logs and attach the zip

I had plex running here on my (now old) Win7 Ultimate box (x64, 64bit) for a couple months. Was pretty awesome.
For no apparent reason (probably user error somewhere) plex is no longer available- plex media server runs, but cannot/will not respond in any way- I can’t even get it to respond to the local loopback address. Several days back I posted
https://forums.plex.tv/discussion/318032/pms-not-functioning-tried-uninstall-reinstall-repair-no-joy explaining the deal. Any assistance or suggestions would be appreciated.
I’m going to start some deeper windows diagnostics, etc., but everything else is fine.

Errors on Win 10 Pro x64 with both PMS and PMP installers for PMP 2.19.1.904-f679df4f and PMS 1.13.8.5395-10d48da0d (or with both prior PMS and PMP installed versions’ installers, PMP 2.17.0.890-7d18e33d and PMS 1.13.6.5339-115f087d6; can’t tell which without significant additional time invested which I don’t intend to do, believing that debugging new releases is a provider, not a customer, responsibility).
Note that both prior version installers worked without error to successfully install PMP and PMS, and continue to do so without incident.
Both installers for the latest builds throw 1714 Error events:

Fix for both PMP and PMS is as follows:
- After Plex installer failure, cancel out of the Plex installer.
- Rerun the Plex installer for the prior installed version. It should succeed; if not, this method won’t help.
- Rerun the new build Plex installer. It will fail again.
- Rerun the Plex installer for the prior installed version (yes, again). This time, it should offer a Repair option; select that. The repair install should succeed; if not, this method won’t help.
- Rerun the new build Plex installer. This time, it should succeed; if not, this method won’t help.
The reason I can’t tell whether the fault lies with the new build installer or the old one is that the Repair install for the old one seems to fix the problem with the new build installer, so it’s not possible without much further MSI debugging (as described above) which installer is the source of the scripting error.
Below are sample logs for both new build PMP and PMS installers. They’ve been scrubbed for security purposes (some details are mildly obfuscated).

Would need to see them all if it is still failing. Or later set of the logs. They have similar names with different date/time suffixes in the filenames
Most issues of this nature are caused by running some cleaning tools such ccCleaner which may remove Package Cache files for installed software. This would stop the upgrades as the method uised is to go through an uninstall and then install and the uninstall needs the cache files which would be in C:\ProgramData\Package Cache
