Default Home Screen / Default server options across all clients

So I have 2 related questions.
I have a plex home set up. I have multiple devices (4 Apple TVs, 4 iPhones, plus an iPad), along with multiple users (main plex pass account, + 1 managed user + 5 users in the home with free plex accounts that I share to. This is so the media can be separated and tagged for individual users).

The problems I am having are needing to go around to every device, and every user on every device in order to set the settings like home screens (which should be the same for an individual user across all the devices), and the server settings (like max stream quality), which should be the same for all users on all devices. It can be easy to forget to set something on one user on one device and not realize it, giving them a poorer quality experience. Also some of the other users in the home are not as tech savvy, and making them hand over their devices and have me set it up to match the rest of the devices is just a pain.

What I’d like to know is if there is some way to specify on a user account the “default” home screen, on what libraries are pinned? So each time they log into a new device, they will have their default screen? Ideally it’d be nice if it was possible to link the home screens so that if afterwards you change something on the home screen (add another pin), it would show up on all of your devices.

The other thing that would be nice would be to be able to specify the default settings for the plex server. And any new clients and / or users that connect to it would inherit those default settings. I guess it would be okay to allow individual clients to change them afterwards, or not. For me they would always be the same for all devices and users. But I guess some other people may want to change them for a specific device(?)

Is there any of these types of features built in? I’m thinking of maybe also using the API, and creating an hourly task that would just go through every device and set the settings for each user, if that is possible?

Or even, as a stop gap, having by default libraries with no visible media items (so everything is filtered out by not having the tag being shared to you) not be pinned, and libraries with visible media items to be pinned. And have a setting on the plex server default Audio Boost, Max LAN/WAN Video / Audio quality. So those don’t need to be changed on every client.
