I have one account with two emails with the same password, confusing for me so I deleted one of the accounts but for some reason can still log back in the delete one.
What is the correct way to delete an account permanently.

Normally it is impossible to have two emails on the same Plex account.
With one exception:
Your Plex account has been created with one email address and then later you might have attached a Google, or Facebook or Apple account to it, which itself can use a different email address.
So, this might be your situation. There are no two accounts, but only one but with two different ways to log in.
All you can do is to sever the connection between your plex account and the Google account: https://plex.tv/users/other-services
From then on you can only log on to plex with the email address which appears here https://app.plex.tv/desktop/#!/settings/account and the plex password.
It is unfortunately not possible to remove the password from a plex account (so you could switch to signing in with e.g. only Google).
Thanks Otto for the explanation, now it makes sense to me.
I clicked on the link you sent to sever the second connection and was sent to a page Plex / Other Services but not sure what I’m supposed to do.
If you could explain to me what to do that would be great.
The email address associated with the login account I need to serve with I would like to use in my default account. I believe I can use that email 4 weeks after I delete it. is this correct.

Your Gmail account should be shown on that page. With the options to either unlink it, or to renew the authentication. You want the former.
