Please consider adding descriptive text to the Debug and Verbose logging settings so that everybody understands Debug should (normally) be on and Verbose should almost always be off.
Do you consider this implemented?
Based on the current version of Plex Web, the two options have the following descriptions:
Enable Plex Media Server debug loggingDebug logging enables additional detail in the log files and is helpful in diagnosing problems.
Enable Plex Media Server verbose loggingVerbose logging is only useful to debug specific issues and should only be enabled if requested by support staff.

Not quite; the word “Debug” implies that it shouldn’t always be on, and so does the text description.
“Verbose” is more clear, but has also generated plenty of confusion in the forums.
I don’t feel strongly about it, and this topic being open doesn’t really help anyway. 
I’d probably go further today, and would suggest that these options be removed from the UI entirely. (Keep then as advanced/hidden options.)
How many years of time have been wasted asking people to share logs - a second time - because the logging configuration had been changed?
