Device buffer isn't being used unless transcoding occurs

I’m having an issue where some devices are buffering when using remote playback. I have been running my server for about 6 months with no issue. I have been capping remote playback on my media to 2Mbps which forced transcoding on basically everything and it worked very well. On Monday I got fiber internet installed and now have 250/250Mbps up/down.
I have instructed my remote users to change their settings to Original Quality (most of my video is under 10Mbps) and have suddenly be having issue with buffering. I noticed that when I play one video that is 5 Mbps that the device buffer isn’t being used. When I set the remote playback to 4 Mbps and force a transcode I see that there is a buffer again.
I can see the same behavior on my Galaxy s9, PS4, Chrome and Chromecasts.
Any help as to why it is only using the buffer when transcoding would be helpful.
