If i purchase your software for one platform, do i then have to purchase it again for another.
Plex Server is free but does have Advanved features that require a Plex Pass. So without the Plex Pass all apps are at a cost, Therefore it makes sense to purchase Plex pass as all apps via Google Play or Apple App store are then free to Download for the same Plex account.

As the OP doesn’t seem to have a Plex Pass, I guess this relates to the one-time in-app purchase for the app activation. That’s indeed linked to the respective environment (app store / App Store account).
You have to pay $5 one time to unlock it for Android or iOS.
If you have many devices, it is still just $5 one time as long as those devices are all using the same app store account. It’s like any other app in that way.
If you don’t need Plex Pass features, five bucks might be all the money you ever give to Plex.
TVs and streaming boxes are free. Mobile is a one time payment - or get a plex pass.
