If I buy the plex activation ( one time payment) will it make me able to have unlimited streaming on all my devices or just the device I purchase it on? What I mean is if I for example buy the on time payment on my phone, will it make me pc’s unlock aswell? or do I have to purchase on every machine I use?

Plex Media Player (PMP) for the PC is free.
If you buy an iOS app for 4.99 it is only for your iOS device, it does not unlock it for an Android device.

No one said the app in the Winblows App Store is free, if you read the article you will see that.
PMP is free and it runs on Winblows.

So to answer your question… NO. (unless ALL your devices are tied to the same App store)
@oliveralmstrom if you buy plex pass then all application will be free on that plex pass account, if you don’t have plex pass then plex player for windows from plex webpage is free, plex player from windows store is not
What he’s asking is - If I have 5 android devices, all with the same google ID, and I do a one time purchase - Can I now use it on all 5, or is it tied to each of the devices (which would make it problematic if a device dies).

If that is his question, then the answer would be 1 purchase needed only. The Google Play Store ties the purchase to the Google ID (account).
Buying a Plex Pass will unlock extra server features and will mean that you don’t have to pay for any client apps.

But a Plex Pass is not a one-time payment. (Unless you go life-time.)
What about the iOS App Store? Doesn’t appear to be one purchase for all devices there.

The iOS app store does also unlock the Plex app on all iOS devices which are signed into the same Apple ID
