I was wanting to know do I need Plex Pass just to add relatives… I was wanting to go with FREE since I’m on low income.
In short, no. You do not need a PlexPass.
I’m sure someone here can give you the lowdown on the specifics on the advantages of having a PlexPass.
Each time i’ve attempted to add a friend to my PMS, i’ve gotten an odd error. Hopefully you’ll have different results. Someone else will have a more thorough answer, but i’m in the same/similar boat – trying my luck with Plex on a shoestring budget. Would love to be able to spring for an ssd for that box, faster upstream, FileBot, etc. but until i know everyone will find this new setup usable, this is the best i can do. For now.

You can share your libraries to anyone who has their own Plex account without a Plex Pass. This page shows you how.

No need. Have them create plex.tv accounts fro themselves (those are free).
Then invite these accounts to your server.

Your shared users can use the free Plex apps.
The (non-free) ‘mobile’ Plex apps are available for a one-off fee.
(they are also included in the Plex Pass, but you said you’re trying to do without.)

You can share your server without Plex Pass. Period.
Only if you want the added features of the Plex Pass, you buy one.
