Download stalling with HW transcode of media

I wonder if it’s related to this problem? It is causing problems with my downloads as they never finish:

Optimize transcoding stop after doing one file after updating to latest windows server live build

just updated to the latest live build 1.41.4.9463 im in the middle of optimizing my media but since updating the server plex will do one transcode then stops and i have to restart the server to get one more file done and when i go to the optmized versions page and look at the versions it will show some done but it says 0 files at the top [Screenshot 2025-02-13 161358] [Screenshot 2025-02-13 161456] [Screenshot 2025-02-13 161518]
