Downloads don't work on Pixel Android

Server Version#: 1.28.0.5999 (docker-based)
Player Version#: 9.6.2.34353 (android mobile)

On a Pixel 4a (Android Mobile), Downloads aren’t working. I don’t have pfsense or pihole on my network, just a standard TP-Link router with factory firmware. I’m not able to find any settings dealing with dnsmasq or dns binding. I’m using the Google public DNS servers (8.8.8.8 and 8.8.4.4). Downloads don’t work over my local LAN or on a friends wifi I haven’t tried downloading over cell data.

Symptoms consist of: Media is added to the Downloads page fine. It appears to donwload fully (the circle fills up and is replaced with ‘episode’ or ‘movie’, but tapping on the media does nothing. Then sometime later (a minute to a few minutes), I get the “There was an error downloading this file. Swipe to remove or tap to retry” message. Tapping starts downloading again (usually not from scratch, but from 1/3 or 2/3 of the way complete). But it never successfully completes. It usually takes 15+ minutes to download a 3GB media file. I haven’t successfully completed downloading a 8GB media file because it errors out usually around 1/4 of the way there.
Other symptoms include an android notification of “initializing downloads” but no indication that the media is downloading (no spinning circle or download icon). Also, refreshing the downloads screen shows that the total downloaded size is unchanged even when it’s showing a media as downloaded. Still can’t actually open it by tapping on it.
I leave my phone on the download screen and it stays on for a while, but it does eventually turn off the screen, and when I re-open it it’s got the ‘failed download’ notification. The downloads re-start, but I thought the phone wasn’t supposed to lock while on the download screen?

More troubleshooting: When watching the circle status fill in, Android Settings shows my total storage usage increasing. Removing one of the failed downloads results in large amounts of storage capacity freeing up. So the android app is downloading data. Looking at the mobile logs, when I delete one of the failed downloads, I see it deleting a number of “.chunk0” “.chunk1” etc, so it looks like Plex is downloading the file as chunks, and then failing to do anything with them/make them playable. Deleting a failed download that I’ve been restarting for a number of times results in more capacity being freed up than the source file. Meaning, deleting a failed episode that takes 3GB on the server can result in 8GB of space on the mobile device being freed up.

Looking at the server dashboard, I see 2 lines: one for “transcoding media” and one for “media download”. Both have a little progress circle that is usually not very far along and rarely matches the status circle on the app.

I’m a lifetime Plex Pass member.

On my wife’s Lenovo tablet, I was able to download and view successfully.

Please help!

For another reason, I rebooted the Plex server host machine (not just the Plex docker container or the Plex VM, the actual host machine) and downloads started working as expected again.

Issue Solved, I guess.
