Downloads for smart playlists don't work

I have a smart playlist on my media server. It includes all unplayed episodes from shows in a particular collection. Basically my watchlist. I used to sync that to my phone for watching on my commute. It worked passably well, frequently had to delete and re-sync when it got confused, the normal issues with sync. I was hopeful when I saw the new downloads feature, maybe it would solve all the issues with sync?

Well no it seems even worse. It looks like downloads for smart playlists just don’t work? I click to download and it appears in the download section but nothing ever downloads. When looking at the downloads list it says the correct length but that it contains 0 items.

Is this known to be broken? Is there a fix?

Download over mobile network is working but not on local wifi.

Downloads of other content work fine over wifi for me. I tried allowing mobile downloads and turning off wifi but still nothing is downloaded.
