It looks like you submitted the post before the upload of your logs was complete.
Downloads might still transcode even if set to Original if the media isn’t compatible with your playback device
Edited, thanks. Also, I believe it may due to me having an indirect connection on my LAN, thus limiting my download rate. I’ll make another thread for that.
From what I can see your server thinks the client is remote and applies a remote bitrate limit of 2 Mbps.
This limit can be:
A limit you’ve set on your server (Settings > [Server Name] > Remote Access > Limit remote stream bitrate
A limit applied by the Plex relay server in case your remote access configuration doesn’t allow a direct connection. This can happen with restrictions by your ISP or a bad remote access configuration – in such a case Plex will attempt an indirect connection through a Plex relay server – those indirect connections are limited to 1 Mbps (2 Mbps for Plex Pass members).
As the files you want to download have a higher bitrate, Plex will reduce the bitrate to comply with this restriction.

If you’re not actually in a remote situation you might need to review your home network setup and e.g. avoid unnecessary segmentation (e.g. subnets inside your home network) or configure your Plex Media Server to consider all subnets of your home network to be part of your LAN (Settings > [Server Name] > Network > LAN networks).
Sometimes this can also happen if your server is part of a VPN.
Mine recently started doing this as well. I have changed no settings on my NAS or router. Suddenly PLEX is transcoding. I have to manually select Maximum on each movie. WTF!
