Recently I noticed that my DS418Play would not hardware transcode while watching on my windows pc. It has been working flawlessly until now.
Things I have tried:
Use hardware acceleration when available - Ticked
Reinstalled Plex Server 64bit - Version 1.13.2.5142
Removed Plex completely
Upgraded to the DSM 6.2 Beta
But still no luck.
I have Plex Pass.
I have attached a XML file and server log.
Uninstall the PMS package and reinstall
ANY DSM update will erase the permission rules I install. The installer silently writes those rules during installation.
The next PMS major release won’t require uninstall/reinstall of the package… A simple Stop/Start will perform the same step for you

Sorry if I wasn’t clear, I have already tried this and still no luck. I am aware of this issue as I have done this in the past for previous updates and this would usually fix it.
If you will recreate it, capture the DEBUG log files, attach the XML and logs, I will look at it. Synology doesn’t “just break” on my watch

Also ive tested Synology Video Station which transcoding is still working on a 4k HVEC fine but no way im using that! 
There are a number of things wrong here.
1 DSM 6.2 Beta
I do not yet have a DSM 6.2 box.
You’ve installed Beta which is known to cause problems. In this case, as seen by others, /dev/dri/renderD128 is not seen. Your logs show this.
DSM is in full release now https://www.synology.com/en-global/support/download/DS418play#utilities and try again.

2 Conflicting XML
There is something wrong with the header in this file.
It declares BT709 colorspace (8 bit) but then calls out HDR (10 bit) aka “Main 10”. Proper 8-bit (bt709) is profile “Main”

Synology’s Video Station conflicts with PMS. You can have one or the other. If it’s running, PMS can’t. Synology uses both their proprietary processor and the GPU for transcoding.
Stop Video Station and retest
I just logged into the the NAS Lab. I can’t get DSM 6.2 through their distribution mechanism. This, coupled with my not yet receiving the official notification, and coupled with it having been announced as RC https://forum.synology.com/enu/viewtopic.php?t=142240 , all tell me you’re sitting in that precarious position I can’t support yet.
I suspect you manually downloaded DSM 6.2 beta/RC and manually installed it?
Can you get back on DSM 6.1.7 ?
ChuckPa I will reset the DSM and install 6.1.7 and get back to you.
Good news.
I reset the Synology drive but was unable to go back to 6.1.7 so reinstalled 6.2 but the transcoding is working fine including the second video file xml I sent (3 transcodes in fact).
If you need any further details or logs I am happy to send if it helps.
If HW works for other files but not one, you have a file issue.
If the problematic file is the one I pointed out, the reasons I’ve highlighted are why. The TL;DR of why is “Impossible header / content combination”
I have taken DSM 6.2 RC and loaded it on the lab NAS.
Hardware transcoding is fully functional:

Since reinstalling the DSM 6.2 all the files transcode fine including both examples I posted. Thank you for the help.

FYI… You’re running DSM 6.2 RC … I do not have information on when DSM 6.2 Final will be released. They could have DSM 6.2 RC 2 so keep your eyes open
