Can a DVR be set to stream live TVs from different countries. Suppose I am in the US and have the HDHomeRun Connect. Am I able to pick live TV channels from France for example through my Internet connection?en’t bought

Only if you have access as a Home/Managed User to a friend’s server that is living in France and they have Plex DVR configured on their Plex server.
Your Plex Live TV & DVR only sees channels you have access to using either your tuner connected to an antenna or a tuner connected to your cable TV service.
