DVR Channel Scanning stuck at 97%

I am trying to setup DVR and Live TV for the first time and I am getting stuck on scanning channels (on the first of the two tuners that are listed for the WinTV-QuadHD card). I have only installed the drivers for the TV Card and not the bundled software. I am running on Win10 Pro N (with Media Pack) version 2004. I have updated to the latest version of the Plex server but I am still unable to get past the channel scanning. I have cancelled the scanning process and rebooted and tried again but it keeps getting stuck at the same point. Please help.

I would need server logs for when the scan gets stuck - collect the logs 10 minutes after it gets stuck

So first ensure debug logging is enabled on the server

Then restart Plex Media Server to get fresh logs created
Wait 5 minutes for the server to establish itself and then go through setup
When it gets stuck at 97%, wait 10 minutes and at the end of that with it still stuck at 97%, take a screenshot and note down the time of the screenshot and then collect the logs zip

Hi I have managed to get it setup now, it required a few reboots but it has scanned through the channels now.
