first time setting up.
so I hit “Live TV & DVR”
up pops “Tuner Setup” window with my USB device, set as “antenna” as it’s going through an aerial, 0Channels (scan required), country UK
hit “Setup Device” and postcode is requested (entered WR9 and clicked “NEXT”)
screen pops up and tick shows in “gathering data”, tick shows in "scanning channels, finding the best guide is whizzing around (no tick)
5-10 seconds later it shows flashing 12:00 and says “awaiting channel scan” and the big yellow button that says “SCAN CHANNELS”.
That’s as far as I can go… no matter how many times I click that big yellow button NOTHING HAPPENS…
Please tell me what I am missing. If I need to post any logs, then please point me in the direction of “how to”

Can confirm that. Server Version 1.23.2.4600
Clicking on Scan channel does not do anything.
After 5 months, EPG was finally added for my TV provider, but now the channel search no longer works. It’s really annoying.

same here with a TV-Butler and Fritzbox 6591 Tuner, scan does not start.
Just updated to latest version 1.23.1.4602 but still having this issue
I am also running into the same issue. I have tried creating servers on a few different OS to see if there was any way around it but nothing yet.

Server beta version Version 1.23.2.4600, same issue. Clicking scan channels does nothing. I just re-installed windows and plex becuase I was having random Plex issues pop up. Now this. Hours wasted.
I have the same issue and see this in the logs:
[Grabber] Grabber: We need to return the settings for the client to fill out.
Perhaps it needs satellite information in my case and the new UI doesn’t know to ask for it?

I found an old post that you could scan for channels using the plex app for windows.
It worked for me even when though it was the exact same setup

I had this issue also, install the Plex App for Windows fixed the issue.

It worked for me also by installing the Plex App for Windows
Here I could login, go to the Server-Settings, Live TV & DVR and finally was able to scan for the channels (because here the different regions (frequencies) for Germany showed up in the old DVR layout). The postalcode (PLZ) for EPG is entered AFTER the scan in this old version on DVR-Setup (for me I took EPG "Horizon TV (352 channels)). Worked perfect!
My Setup is the newest Plex server (Beta) with Plex Pass on nvidia Shield TV (2017) with the Hauppauge WinTV-dualHD and Vodafone Kabel (unitymedia) in Germany, Baden-Württemberg
So, a BIG THX again for the clue!

Seems that the browser interface does not submit the scan button. There is also a difference in the user interface. Partly working for me and THX.
Also the Plex App for Mac OS does the job. Neither Safari, Firefox nor Chrome browser could execute the channel scan. But the App version 1.25.0 worked flawlessly.
Addition: I started the scan in the App, and - tadaa! - the scan progress is also shown in the web version. so you only need to start the setup process in the outdated app and may switch to the most recent version in your favorite browser and continue there. Magic… 
How to get an older version of the app? I would like to download the Mac OS App 1.25.0.
Apart from that: Plex, please solve this bug!
Thanks for the tip, worked for me! Haven’t needed to retune since last November so when I came to do it today and the rescan button didn’t do anything I tried loads of things but couldn’t make it work. Installing the Windows app has sorted it!
