I want to explore being a cord cutter and using PLEX DVR but first want to understand if I can set it up in my current home configuration.
I understand I need a digital antenna and that connects to a DVR tuner. But can the DVR tuner be plugged into any device on my network or does it have to be connected to the same device that is running my PLEX server or directly to my router?

The HDHomeRun tuners attach to your network. Other brands are internal pc cards or USB devices. Each seem to have their own benefits. I prefer the HDHomeRuns as I’ve had one with other DVR software for years, they are the original tuners that Plex started with, and they can be located away from the Plex server since they are network devices. The HDHR Extend also allows for transcoding before Plex which allows for less stress for the Plex server and smaller file sizes. The HDHR Quattro has four tuners in one box.
