I have experienced this, too, several times. All but three channel mappings disappeared all of a sudden and had to be re-mapped. No clue if this matters, but like the OP, I am also from Germany.
my lineup continues to be germany all because you don‘t have my provider. my family depends on it!! but the plex live tv and dvr is not good! there’re not all channels to be matched. it does not work right. failed recordings. pixalation, needed channels can‘t be matched. hd channels are sd or whatever. we can‘t order channels in the way we need. channel icons that we can‘t recognize.

The national lineups appear to be alpha sorted on channel names and that means that channel numbers will change - I have raised this with Gracenote and also raised an internal feature request for Plex Media Server for callsign matching option instead of channel numbers.
Have you provided details of your provider ? and links to the web pages that give their channels ?

Trying to scan with “DVBC Germay /Kabel Komplett)” getting 440 Programs. RTL and Sat.1 are missing.
My Provider is “Vodafone, Kabel deutschland Braunschweig”.

I Think in “DVBC Germay /Kabel Komplett)” D122 is missing.
For EPG mapping I took “Giga TV (397 channels)” and I found that two channels changed ther Numbers since 2.4.21:

I have raised a request with Gracenote for lineups for this provider
As you have discovered the national lineup for Germany is not usable because the channels are alpha sorted on channel name and the channel numbers change all the time and needing to be re-mapped. I have raised this with Gracenote
Channel 574 CGTN should now be visible within the Horizon TV (359 Channels) lineup and can be mapped. I have checked that it has a schedule.

I have had a response from Gracenote concerning komro.net. It appears that they have a threshold for picking up providers - depending on number of households covered and for this reason komro.net does not fit the crieria for inclusion
As mentioned earlier, I have raised a feature request for Plex Media Server to provide an option to match channels on callsign instead of channel numbers - that would then allow use of the national lineups which appear to be alpha sorted on channel titles and so channel number would not be fixed
Any update here? when can we safely use the Germany all channels listing?

I take it you have a provider that is not deemed large enough to be included in the Gracenote set of lineups?
