DVR with HRTunerProxy worked fine since months. A few weeks ago it stopped working without changing anythings besides the server version.
I found the following post:

Is it correct that HRTunerProxy is no longer supported?
If so, will it be supported?

Plex is still supporting HRTunerProxy.
It is running on my Cent OS server. I use external tvxml.xml file for EPG. Do you?
If you do, you need to have one xml tag (display-name) in channel header for each channel where only then channel/program number is present.
I have two xml tags. One with channel name and one with channel number.
Plex use the tag with only a number to tune channel. You can not combine them like: 1 RTL
You need ine with “1” and one with “RTL” (so you have the channel name in the guide).
It took some time before I found the problem and got the “work around” for me.

I have the problem that since that time the EPG is “initiating” and stays at 0%. I can’t delete the DVR, nothing. Quite annoying.
I would try to start from scratch, but first of all I want to get rid of the configured DVR. Any ideas on that topic?

Open Plex in WEB browser.
At the menu list to left select Settings
Then select Live TV & DVR
Upper right corner of the tuner “icon”/element it is the text Delete DVR. Click on the text for deleting of the tuner.
that’s exactly what I’m trying to do, several times, tried a lot of staff, but “Guide” is still spinning. Have really no clue

I have seen this issue all over the forum. They gotta get a release out to fix this soon. I am having to restart my plex server everyday now. Thinking of moving to EMBY.
