DVR recording, Two Movie libraries, Plex will only allow recording to one and NOT the other

Let me preface this by saying that this used to work just fine(As recent as November last year), this is not a new configuration.
I have 2 DVR Movie libraries and one DVR TV Show library. I have since about 2-3 years ago been able to (when recording movies) select either one of the libraries. Now when selecting a Movie to record the second library is default. I manually go and select the first one and save but when I edit the recording it shows the second one. I have removed and re-added the library and Movie but this did not change anything
