DVR recording won't play - SHIELD - Hardware Transcoding?

I recorded a show using Plex DVR, and it won’t play.
I just see the spinning Plex wheel forever, the video never starts.
The problem occurs on the Chrome web player, Android devices, an iPad, and an Nvidia SHIELD TV.
I downloaded a copy of the file (obtaining the ‘.ts’) from Plex, and it plays just fine in VLC.
I have had no problems with anything else I have recorded with Plex DVR.

I think it has something to do with the hardware transcoding. The log is full of entries like this when I try to play this video

Model P2897
2017 model, 16GB
SHIELD Android TV SW Version 7.2.2(30.7.130.7)
Plex player: Web client Version 3.85.1
PMS: Version 1.14.1.5488

When I turn OFF the hardware transcoding, the problematic videos play fine.

Please help me Plex!
I am totally out of ideas. This affects EVERY video that is recorded by Plex DVR.
I did not have this issue when I was running Plex server on a Windows box.
