So the old setting still working and EPG rebuild is running. 
Did you capture debug server logs for the problem ?
If it happens again please get the screenshots and note down the time and download the Plex Media Server database and also download the logs through the troubleshooting plex web server setting screen - and send the database zip by private message
(always run with debug logging enabled whilst there are issues to pursue)

Actually i can’t reproduce the problem, but still things confusing me.
(Maybe it’s because of Server local Plex Web 4.63.0 !?
I delete the (all) DVR and restart the PMS.
When I setup an new DVR, it shows immediately all the old Channels.
After Country and Postal Code it shows me a new(er) list of NetCologne.
But there was still no fresh channel search, so i select Rescan and the field at the bottom is empty - scan is not possible.
Channel rescan is posssible only if you reedit the new channel matching.
In case of the Channel list was empty before or/and no matching channel is selected it’s not possible to Save the broken list and you can’t do the rescan.
(In my example above (from Oct 19) there were only 9 “protected” non matchable channels in the list, so i was not able to save)
Anyway, it’s not possible to switch the EPG Location without deleting the DVR.
The channel increased from 311 to 400 but, still only 80 matching automatically but should be about 116 - still not checked if correct.
Gracenote checked the lineup using the new pdf from the provider that I passed on as part of the radio channels query and they have updated the lineup
I have come across an issue recently with tuner scans and filtering list of transponders files for specific country - may be the same issue - To confirm if the same, would need debug server logs for going through this sequence above and getting empty list - together with matching screenshots to go with the logs
Would like to have debug logs, list of tuner channels / callsigns and if it would help if you can identify channels that you expected to be auto matched on initial setup
We use channel numbers and callsigns for matching - any duplicate channel numbers of course would lead to issues
EPG Location is still broken because of double channel Numbers
Broken for me too. I was having issues with live channels starting so decided to setup tuner once again. Now cant use live TV or DVR as I cant set it up. Zip 45044 or 45219 or any other is not working. I deleted the DVR and tried adding it back in - now I have nothing.
I have just tried US zip codes 45044 and 45219 and they should return lineups
If the problem persists please ensure debug logging is enabled on the server and then restart the server and go through DVR setup - when you get an error on trying the zip codes please get screenshots and then download the server logs and attach the zip with the screenshots
I expect the fix for the multiples in vcn numbers to get released in Plex Web 4.75 which will initially get released for the hosted Plex Web https://app.plex.tv/desktop
