Error on Plex Server launch Windows 10

When my computer starts, or when I launch Plex server, I receive the error message in the attached image. After I close the message, Plex does not appear in the Windows System Tray or in Task Manager.

I have tried un- and reinstalling it several times, and have attempted to use Microsoft Fix It, to no avail (Plex appears to un- and reinstall correctly, and it does not appear on the list of programs in Fix It).

I am running Windows 10 Home, fully updated. Any assistance will be greatly appreciated.
