Can you see if the app is creating any logs.

No folder “Plex” in %LOCALAPPDATA%
therefore no any logs

According to Wikipedia, that specific patch version was released Oct 10, 2017 and well outside of support (which means no security patches or anything for anyone). GetDpiForWindow requires 1607 which was first released in mid 2016 and is also well outside of any support (except for enterprise customers).
So you need to update your windows version.
Strangely, the windows update system says that the latest updates are installed. This is what I am guided by, ok, I will figure out why Windows is not updated to the really latest updates
