Error Playing Downloaded Content on Android Devices (Replaced Sync)

When I try to play downloaded content offline on my tablet or mobile phone I get “Failed to play downloaded file, external storage not found.” I have checked the settings and confirmed there is no permissions issues as well. I am not sure why this is happening. I am not sure if this happens with any iOS devices. I have tried different movies to make sure it wasn’t a particular movie. If I remove the “Enable new downloads” and use the old Sync option I have no issues.

I am not sure if this is a known issue or not.
