No log is being created because it does not start up. I’ve seen things about the registry, so I’ll include what I have in there. Any help would be greatly appreciated, really don’t want to start from scratch.

Which Windows version is used?
Are there any 3rd-party anti virus apps installed?
Is there a Torrent client running on the machine?
Was the Windows installation modified, insofar as moving the location for app to a different drive than C:?

Windows 10, no to antivirus, no torrent.
I had changed my Windows profile directory name (D:\Users\Beau) following some directions originally from Microsoft (second answer on How to rename the User folder in Windows 10? - Super User) but it got messy so I changed it back. It was temporarily BeauOld. Every single other program was fine once I changed it back, except Plex. I can’t figure out how to tell if it’s looking in the wrong place and how to correct it.
If you know the correct folder location, use the registry key mentioned in this article to tell Plex about it: [HowTo] An extended guide on how to move the Plex data folder on Windows
Be sure to read the caveat:
Beware! The path you type in must not include ‘Plex Media Server’ as last part.
So if now your plex data reside inE:\plex\Plex Media Server\, you type only
E:\plex\into the input field.
Thanks again for getting back to me. I had actually followed your guide before posting, and just did it again to extra sure and I still get the “ERROR” popup. The maddening part is the directory is the same as it was originally.
This was installed years ago and everything has always lived in D:\Users\Beau\AppData\Local\Plex Media Server
A couple days ago following the instructions linked earlier, the D:\Users\Beau directory became D:\Users\BeauOld. I then decided I wasn’t ready to deal with the nightmare ahead of me if I did that, so I changed the directory name back.
I’m so lost. I followed every step on the page, restarted, etc.
Do you still have a drive C: ?
Where did you install the program files of PMS?
What kind of drive and file system is D: ?
Hello, I went ahead and did what I originally planned to do, and moved to a new profile. I renamed this profile the name of my old profile and copied over the data in AppData and pretty much every other program works as they did before. Unfortunately Plex is not one of them.
I now get this message:

Yes, I do have a C: drive, it is my boot drive, but my D: drive is where I install most everything.
Plex is installed on the D: drive at D:\Program Files (x86)\Plex\Plex Media Server.
D: drive is NTFS and is an HDD.
Alright, further update, that seemed to be a permissions issue, the Plex Media Server directory in AppData was still owned by the other user. I changed the ownership of the directory and files to my current profile. Now I’m able to open it but it shows Movies and TV Shows as unavailable, despite the directory being correct.

Well, another update. Hopefully someone finds this helpful at some point. But the Movies and TV Shows libraries showing as offline were, I guess, leftover ones. When I clicked “MORE” it was there. I unpinned the “broken” ones and pinned the correct, live ones and I appear to be all set.
