Plex Media sever refuses to start, just gives "error"

My sister’s plex server started to refuse to open (windows 10) , instead giving me a little error code that says “error” in the box. I went to go check the server logs, there were none, weird.
First I tried the whole uninstall reinstall, that went no where.
I then opted for the uninstall, and remove trace files. That also did not resolve the issue. I then went full nuclear and deleted every trace of plex on the computer and then reinstalled, immediately same options. I selected every combability mode, gave all users full access, and the whole 9 yards, ran as administrator. My next option reinstall the whole OS if you fine people don’t have any suggetions. I’ve never had an issue with my own plex server.

See if there is another app running on that computer which is occupying port 32400.

Usual culprits are Torrent clients or ftp servers.

Second possibility: If the Plex data folder has been relocated previously, its location might still be contained in the registry, but has been rendered invalid. (For instance due to changing folder names or drive letters.)

If it exists, look at it’s content and verify that this storage location actually exists.

This worked perfectly. Using the regestry editor i deleted the registry entry for plex and rebooted and it fixed everything! Appearently brother in-law attempted a fix instead of them calling me who set up the server and didn’t know I had the library meta data on a seperate drive.
