I don’t know what I accidentally clicked on my https://app.plex.tv/desktop# dashboard, but I am glad that I didn’t miss the diagnostic displayed thereafter:

That’s pretty normal.
The 8mbps could have been set in the server preferences as an upper limit.
Or it could have been set directly in the client.

What exactly is your question?
