I know this has been an issue, and currently I'm running 0.4.0-rc3. Pressing FF will mute sound and show speed of FF but it continues to play at normal speed. Is this something RC4 will solve, and when is it likely to be available please?
This is an upstream issue, we only have small and large skip forward/backward for now.
FF / REW are not working properly on RPi since a long time. Next merge with OE4 / Gotham will fix this, but we wont fix that until then.

One important aspect of the RasPlex project is that it needs to keep 'in step' with the upstream PHT project (the official one).
So it's highly unlikely that the RasPlex devs will release any Gotham merged version before the official Plex devs do it for PHT.
And getting a time schedule out of those guys is like trying to squeeze water out of a desert rock... ;)
