I suppose what you’re asking for is already being discussed in this existing suggestion. The other thread isn’t limited to the database but considering all underlying / required files and structures that make up the server data directory, settings etc.)
I suggest you comment/vote in that thread in order to help us avoid distracting or cannibalizing votes.
Beyond that… Plex can already be configured to create a database backup. Those can be restored. But that’s obviously not replacing the platform migration use case of this suggestion and yours.
