I have a managed user that would like to have the ability to save my media to their own windows 11 PC. when I choose the admin user, i can select save file and the browser will download the media to the web browser location. when I choose any of my other managed users they do not get the choice to save the file or download the file. I have the managed user set to allow downloads. Whayt else to I have to do to make this work?
The Save File option in the web app is only available to the server admin. The “real” download feature only works on the (non-web) desktop/mobile apps, and you’ll need a Plex Pass.

No, your managed users will have to use the dedicated desktop app or Android/iOS app to download content from your server.
