Fire-TV stick buffering large 4k files while Panasonic LZ series App plays them fine

When playing large x265 files on the Fire TV 4k max stick (approx 45mbps and higher bitrate) I get constant buffering from my Bray rips unless I set them to Transcode 1080p.

Network bandwidth is not a problem, I am wired in at 240mbps and I can move 160mb/s from the NAS max. Playing the files directly using VLC or MPC on my pc works fine, via chrome browser and playing the files directly on the Plex server works fine as well. Is this likely to be a constraint of the firetv stick hardware, because x65 is so intensive to direct play or down to inefficient player coding?

If I back off to between 25 and 30mbps it can direct play fine.
