Found both a bug and a workaround, which of course is never ideal. Seems to only effect FireTV devices as I have both a Fire Stick 4K and Fire Cube (current gen) and issue is prevalent on both devices. I have not been able to replicate the issue when using the Plex app directly through Samsung TV (Tizen) or Nvidia Shield.
When playing local 4K content on one of the FireTV devices it seems to be utilizing the ‘Limit remote stream bitrate’ setting, which I had set to 10mbps because I do share my server out. So even when playing the content locally, it would come through at 1080p even if it was 4K, if I change this setting to max or some bitrate in the 4K range, then everything plays fine locally at 4K, if the content supports it.
As mentioned before, this setting had no impact when playing on the other aforementioned clients, everything worked as expected.
