If I have content on my laptop and I run Plex through it, it works fine and with the laptop off it doesn’t (obviously). Would the premium version of Flex hold my files on a server so I can access them offline through my TV? I mean, not having my TV offline, just where the content originally was (my laptop). It did say I can have offline access to my files on mobile systems like iOS and Android, but what about my TV that uses webOS?

I do believe you are talking about mobile sync where plex will copy a compatible playable version for that device(phone for example).
Now lets complicate the topic…
You could have a plex cloud where your server and media is in the cloud(OneDrive, GoogleDrive, DropBox, Amazon, etc).
The will allow you to watch your stuff from your TV. No local server needed.
