I had all my movies setup with working forced subtitle files in the folder. I had to change hard drives and loaded my libraries exactly the same way and now the subtitles aren’t showing up. I changed some of the Server>Language settings and was able to get them in there.
However, I’m watching X-Men First Class and the subtitles weren’t showing up. I hit the back button on my Roku remote to go back a few seconds and the subtitles started showing up all of a sudden. I kept watching and about 30 seconds later, the subtitles just quit working again. I hit the back button and they worked for awhile… but then the next scene that should display forced subtitles didn’t show anything unless I hit the back button. Any ideas for fix?

In your case however:
Roku Inc. Changed the Captions Game. It’s not very popular, but Roku Inc isn’t concerned about that.
Now, for captions to work the Global Captions for the Roku must be ON. All the time. For Everything. Everywhere.
Luckily the Plex/Roku Developer was able to do what he could and created another little updated settings routine so you could control the Global Captions Mode from inside the Plex App:
Plex App/Settings/General/
Roku Captions Mode: On, Off, or Replay.
I have to assume yours is on ‘Replay’ - turning Captions mode on and off like a kid on a light switch right before being slapped.
lol
You can also, of course, turn on this mode full time from the Roku Home Settings/Captions menu. Just note that once on, it’s on until you turn it off. You do have a little bit of control while inside the app, but if you’re like me I never remember to turn it off once I’ve turned it on until it starts showing captions on everything - ah… then I remember.
