Whenever my friends click the … on a title card, they don’t have the option to add a title to a collection, only to playlists. Is there any way for them to have option as well?

Adding to collection’s is only available to the admin as it is part of the curation process.
Plex is not setup (and more than likely never will be setup) in a way to have multiple users be able to manage a server. Only the admin will be able to do that (i.e., add media, update metadata, delete media if allowed, setup new libraries, etc.,).

Thanks for the fast reply Shark. That’s unfortunate though, as it creates more work for the admin then is necessary. The use case here:
A collection with the name of a family member so this person doesn’t need to grind trough the complete library.
Any creative workarounds?
The user can put a “star” rating on items.
Then the library can easily be filtered or sorted by star rating.
They can also use the Watchlist, as this is separate per user account.
