Frozen screen when logging into the webapp as Administrator after PMS upgrade to 1.30 on Synology

When I upgraded Plex Media Server from 1.29.x supplied by the Synology Package Center to 1.30.x, I have a problem when I log in as Admin from the Web Player. I can log in from my Roku devices OK, but cannot delete items.
When I log in, I get a graphic about “turbocharging my metadata” with buttons to “upgrade libraries” and “not now” as well as an X to close the window. Nothing is clickable. It is frozen.

Press the escape key or click outside the “turbocharge” window.
